Iran is prepared to reinitiate nuclear discussions with Washington on condition that it is handled with "dignity" and "honor", Tehran's foreign minister has declared.

Abbas Araghchi said only diplomacy worked, and revealed recent overtures had originated from mediators to reopen negotiations with the US government. He claimed Iran possessed no secret atomic facilities, and Iran could not yet permit the global atomic watchdog to inspect struck enrichment centers for security reasons.

Walking a Difficult Route

Araghchi is treading a challenging course since Iran wishes not to be seen to be proceeding from a situation of vulnerability, and he consistently maintained that Iran had emerged stronger militarily and mentally from the joint assault on its atomic facilities in June.

He was speaking at a security conference in Tehran where he restated that Iran had "an absolute privilege to process nuclear material on home soil that it will always maintain" – the primary cause of the stalemate in the earlier negotiations.

Previous Discussions Suddenly Concluded

The earlier sessions of discussions between the United States and Iran were concluded unexpectedly and acrimonious termination on 12 June when the Israeli government, with American backing, attacked Iranian nuclear sites in a fortnight-long engagement that concluded with the American leader claiming the facilities had been obliterated. Afterward, Western states used their authority to restore international penalties, but Iran asserts they have not had a significant effect.

Ideal Resolution Suggested

Iran's diplomats claimed they felt they had achieved a "perfect agreement" to the nuclear fuel concern in previous talks, when it was settled an local partnership with American involvement could process nuclear material. Both sides would have been able to claim victory since home-based processing would have persisted and the US could be confident that Iran's nuclear programme was exclusively peaceful.

It had not been decided in the discussions that US nuclear scientists could work inside Iran, but that was a logical implication of the cooperative offer. Representatives stated three times they had secured an understanding with the US representative the US official only for the deal to collapse due to "spoilers in Washington".

Current Status

Iranian officials declared the partnership proposal was now withdrawn, but it seems quite possible the offer could be revived in some form if talks resume.

Negotiating Stance

In his remarks to the gathering, designed to depict the US as a hegemonic power that exploits the idea of worldwide standards, the foreign minister declared the two-week conflict demonstrated the dispute could not be settled by military means. He asserted the strikes started with a Washington's ultimatum for an unconditional Iranian surrender and concluded with an complete request for a truce.

Iran is assured the first strikes by Israel were executed with complete American awareness and collaboration, making trust hard to reestablish.

Diplomacy Continues the Final Resolution

The foreign minister stated: "It was not Iran that had fled diplomacy; it was the United States and the Western nations that had always attempted to enforce their desires during the talks. Dialogue can still be active and remains the final resolution to resolve disputes, but its criteria, regulations and fundamentals must be respected."

"If they talk to the citizens of Tehran with the approach of respect and respect, they will receive a reply in the same tone."

Recovery and Reconstruction

In what is described by Tehran representatives as the struggle of restoration and recovery, Araghchi claimed he was assured Iran's defence capabilities "have significantly improved than prior to 13 or 14 June of this year. Our entire military infrastructure have been rebuilt. We gained numerous insights from this engagement; we have come to know our internal vulnerabilities and the shortcomings of the adversary."

He continued: "We effectively endured this engagement. Our enrichment knowledge, which they intended to destroy, stays intact. The facilities and equipment, if eliminated, will be reconstructed; what is essential is the will of the citizens of Tehran and then the national cohesion that they targeted, but failed to destroy. The citizens of Tehran have grown stronger, more cohesive, and more supportive of the government and the country in the face of this assault."
